Course information

The course will look into the specifics of public diplomacy of Europe (Germany and the Visegrad states) and Asia towards Russia in the 2000s. Special attention will be paid to the regional dimension of public diplomacy and the way various educational and cultural projects run in regional Universities. The course will place public diplomacy projects within the broader context of foreign policy of the countries under analysis, and will attempt to trace the intricacies of foreign-policy making towards Russia, especially in the aftermath of the 2014-crisis in Russia-West relations. The comparative focus of the course is chosen in order to first of all, see how the Visegrad Four have made a shift from having very strained or no relations with Russia in the early 1990s, how they manage to catch up with the pioneers of public diplomacy and how all five countries in general are trying to overcome their communist past.

Format

Total number of course credit units: 2 ZET

Studying educational load: 72 hours

The course includes video lectures, additional materials, lists of obligatory literature for each module, tasks for self-control and credit.

Student requirements

English level not lower Intermediate B1.

Module 1: Introduction to public diplomacy: theory and concepts.
Module 2: History of public diplomacy.
Module 3: Instruments of Public Diplomacy: the Limits of Sports.
Module 4: European Union and public diplomacy: cultural relations in the globalized world.
Module 5: Goethe Institute and DAAD as instruments of public diplomacy.
Module 6: Public diplomacy newcomers: the case of the “Visegrad Four”
Module 7: Russia’s public diplomacy and the “Russian World”.
Module 8: Public Diplomacy in Asia. The Rise of China’s Public Diplomacy.
Module 9: The Phenomenon of a “Global City”: Looking at Tyumen.

Formed competencies

- Ability to understand the main directions of foreign policy of leading foreign countries, the features of their diplomacy and relations with the Russian Federation;

- Ability to navigate in the mechanisms of multilateral and integration diplomacy.

Training results

The course will form expert knowledge and skills in the field of foreign policy and public diplomacy in Europe and Asia in relation to Russia. Upon completion of the course, students will be:

Be able to:

- analyze documents on public diplomacy;

- give an expert opinion on public diplomacy.

Know:

- main departments involved in decision making and implementation of public diplomacy projects in foreign countries;

- Sources of trust information about public diplomacy projects;

- modern directions of public diplomacy in Europe and Asia.

Have:

- narrative data on public diplomacy projects;

- statistics on public diplomacy.
